At yesterday’s meeting of the Regional Recovery Workgroup RRWG, a decision was made that our small workgroup (consumer operated programs COP) would prepare by Wednesday, December 13, noon, a draft application for funding. This will be the leaders of the Regional Planning Partnership (CSB executive directors CSBExecs and NVMHI director) at a meeting at 2 pm Wednesday.
The Recovery Workgroup Executive Committee RRWGExecComm will then quickly circulate to the entire workgroup RRWG a revised application for comment and will, within a week or two finalize the application based on comments received and proceed to issue it.
This is an application for some of the available $400,000 for consumer operated services, received by our region for the fiscal year the ends of June 30. An equal amount will be available on July 1 for the next fiscal year.
By late December: We identify what person/s or organization will respond to applicants questions and provide a technical assistance workshop. New applicants may need help with figuring out budgets.
The announcement will include a person to contact with questions.
The workgroup has been discussion this question, and how long funds from the current fiscal year will be available prior to July 1. Diane Engster has suggested a rolling application process up to June 2006. Others suggest that the region request that any funds not used be carried over.
Another approach is one finite application period for this fiscal year, with the application deadlines as generous as possible. Here is one suggestion—if times can be prolonged, they should be:
Submit a letter of intent stating how much will be requested and for what purpose by February
2. Submit final application by February 23, 2007 or later if possible.

Describe your consumer operated group or organization. If an existing organization, explain how the present organization meets the criteria below. If you are forming a new organization, explain how you intend to meet the qualifications below.
Show how your group or organization meets or plans to meet the following definition of consumer operated.
Proposed projects must be genuinely consumer- run, with control of the program governance, management, funding and operation in the hands of consumers, either by their by-laws or other written guidelines or agreements that show that the project is not controlled by providers or people who are not consumers. A majority of those making decisions are consumers. Projects must maintain a ratio of at least three consumers to one or two providers and/or other interested persons (i.e. family members, clergy, friend, neighbor) and who will make a commitment to regular meetings over a 12- month period.
The people who use a consumer-run program must have ample opportunities to participate in governing the program, electing boards and officers, volunteer or apply for employment openings and have a say in how programs are working and can be improved.
The mission, goals, and program design are or will be predominantly consumer-developed. Explain how your group or organization meets or will meet this requirement.

Proposals can be made to strengthen an existing program or to provide a new activity or service. Explain the relationship of the proposal to your existing organization or services. Provide proof of incorporation in the State of Virginia. Provide names and addresses of officers and directors. Attach Articles of Incorporation and bylaws, if separate from Articles. Provide Taxpayer Identification Number. If a 501(c)3 nonprofit organization, provide IRS letter of recognition. If your organization will use a fiscal agent, attach a letter of acknowledgement.
Projects may be proposed by small, informal groups of consumers and do not need to be incorporated, if their service will not incur any significant liabilities in the course of operations. (e.g., organizing committees and support groups) Such groups must provide a letter showing agreement of an incorporated organization which will act as a fiscal agent which has the legal authority to receive and disburse the group’s funds. Identify your fiscal agent, and attach a letter of agreement, if possible.
Proposals can be made by consumers who are forming a planning group and need assistance in further developing their hopes and ideas by using advisors or consultants, stipends to reward their effort, reimbursement for expenses, transportation funds, conference calls, and office supplies, etc. [ Diane Engster states: Applications for small projects should be made as easy as possible, and the possibility of failure should be anticipated. ] Identify a fiscal agent or responsible party who will maintain and disburse funds from a separate bank account.
Answer the following questions. The scope of your program and service and numbers served should be in proportion to the amount requested. It may be very small if your program is in the planning stages or just starting, or if a small amount is requested.
Describe the proposed project, program or service, including times of operation.
Where will it be located and what geographical area will be served?
Who will be able to participate in your program or use your service?
Are there any requirement or limitations on how can use this service?
How will people be able to reach your location or otherwise use your program or service?
How many people will participate in the program or receive the service during the 12 months? About how many hours will each person participate? If you are providing more than one service, answer separately for each.
What critical need or needs of the people who participate will your service respond to?
How will participating in your program or receiving your service benefit people or affect them in positive ways? Please explain. If you are organizing a new group, how do you think will the people who take part in the process benefit?
Projects that are funded will receive help in learning how to measure outcomes.
If your organization has funding now, attached a budget for the current fiscal year. For all applicants, using the form provided, show how the requested funds will be used for the 12 month period. Explain in writing how the budget will be used to carryout your program or service. Identify existing staff or new positions that will be responsible for the project, and discuss their qualifications.

8. 10. Proposals can be made by existing consumer- run programs which want to develop a new project for which additional funding is solicited. The design, budget and staffing descriptions for the project should be provided as in #3.
1. A consumer group must submit an application to Sharon Letourneau for funding for a project that will begin before the end of the fiscal year which ends June 30, 2007. A time-line for utilizing funds should be submitted with the application. Groups should also state whether they intend to seek the same or different amount of funding in the next fiscal year.
2. The consumer group must provide information that substantiates the eligibility requirements for the project for which they are seeking funding.
3. Applications should be timed so that they are submitted by January 15, February 28, and March 15. Decisions on proposals will be made as quickly as possible within a month of the submission date.
4. Applications will be reviewed by the Executive Committee in conjunction with the Consumer-Run Programs sub-work group and ratified by the RRWG.
5. At the discretion of the reviewing group, consumer groups making proposals may be contacted to clarify or modify their proposal.
6. The reviewing group will approve applications based upon the needs and funds available for the entire region so that consumer-run programming may be dispersed throughout the region.
7. Program proposals with substantial state funds may be subject to final review by DMHMRSAS, in the Office of Mental Health.
8. Members of the reviewing group and/or the RRWG who have a substantial interest in any proposed project must disclose any potential conflict of interest and recuse themselves when required to by the reviewing group or the RRWG.
9. The reviewing group will recommend or not recommend the program proposal to the full RRWG for its ratification.
10. Upon the ratification of the RRWG, the fiscal agent shall provide the funding that the reviewing group has recommended.
11. The applicant program may modify and resubmit its proposal to meet a subsequent deadline.
12. The project shall report monthly on its project progress including how much of the funds have been spent and may seek an annual renewal or renegotiation.
